In the 2025 annual report of USCIRF, the situation of religious independence in India has been described as worrying. The report demanded the ban of India's intelligence agency RAW (RAW). The report claims that violence, discrimination and oppression has increased against minorities, especially Muslims and Christians. In this, the Citizenship Amendment Act (CAA), anti -conversion laws and cow slotter laws were termed as a target of minorities. USCIRF recommended India to declare India a 'country of special concern' and ban on RAW. USCIRF has accused Raw of involvement in murders abroad.

India rejected reports

Randhir Jaiswal said, 'India is home to 1.4 billion people, where there are followers of all religions known for mankind. However, we have no hope that Uscirf will be associated with the reality of India's pluralistic structure or accept the harmonious co-existence of its diverse communities. Such efforts to weaken India's reputation as a symbol of democracy and tolerance will not be successful. Uscirf itself should be named as a unit of concern.

Asif was behind a conspiracy about India's alleged involvement in the killing of Khalistani extremists in the US, Canada and Pakistan in May 2024.

It is being said that Asif Mahmud of Pakistani origin is behind the report prepared by USCIRF. Asif Mahmud has written Ulul-Julul against India at the behest of his boss Hakim Jeffrees. Hakim Jeffrees is a Democratic minority leader in the US House of Representatives. To say that his direct relation with USCIRF is limited to the appointment of commissioners only. However, he runs his agenda in this commission. He often targets India. Most of the people in this department are people appointed by Biden. Till now Donald Trump has not seen this department.
